To allow outside access to the web administration at all, it would require you to either significantly reduce the security of the system, or you would need to install apache-SSL, or install SSH and use port forwarding or a text mode browser on the server. These are all things that people have done, but require some Linux expertise to set up.
To allow selective access to the management features, you would need to set up an additional "panel" with a subset of the features, and with different access restrictions. See the design documentation on this web site, and the source code under /etc/e-smith/web/panels.
