No reason to change if it does what you want Del. Sorry about theOTR, we'll get around to looking at it for you.
If you do want to change, the best way to install a new sail release is with yum. Do
yum localinstall sailrelease --enablerepo=base
The reason for the repo is that some of the later releases drag in other rpms. And no, you don't need to rpm -e your old release.
