public access to user-password, but not server-manager

Hi, I was wondering if I can allow secure access by all IP addresses to the https://x.x.x.x/user-password, without at the same time allowing all address to access /server-manager.

Or, is there a better way to accomplish this, like through IMP perhaps?

both work OK for me from local connections. That is the purpose of the user-password function, to allow users to change their password without having access to admin functions.
Users use their user account name and password whereas the server-manager requires the admin account name and system password.
