I need to send email to my SME Box from the terra.com.pe domain but it never arrives.

Some big customers of a customer send email from that domain.
I have RBL disabled, but the qmail log doesn't change at all.
In other words, the email messages never touch the server

Have a look in your /var/log/qpsmtpd/current logs you should see some clues...
