How would you restrict access to a SVN repository , such that only a few users are able to check in and checkout stuff , while everybody else is able to checkout stuff only ?

This is not possible with the current version of smeserver-subversion using the interface, I have plans for this, but unfortunately I do not have the time to do such a major change at the moment.

If you know your way around the template system and are familiar with the apache configuration directives you can manually modify the templates to suit your wishes, for some samples take a look in this section of the SVN book.
