How to change the System to UTF-8 SME-7.3

Hello

i am a old Debian User and want to change
/etc/sysconfig/i18n
in the right way, can anyone tell me the console command?
(like console-setup)

Cause i have problems with midnight commander to
connect to other ftp-servers (UTF-8)

made a setting to :
LANG="de_DE.UTF-8"
SUPPORTED="de_DE:UTF-8;de_DE:de"
SYSFONT="lat0-sun16"
SYSFONTACM="iso15"


after reboot System locale shows:

LANG=de_DE.UTF-8
LC_CTYPE="de_DE.UTF-8"
LC_NUMERIC="de_DE.UTF-8"
LC_TIME="de_DE.UTF-8"
LC_COLLATE="de_DE.UTF-8"
LC_MONETARY="de_DE.UTF-8"
LC_MESSAGES="de_DE.UTF-8"
LC_PAPER="de_DE.UTF-8"
LC_NAME="de_DE.UTF-8"
LC_ADDRESS="de_DE.UTF-8"
LC_TELEPHONE="de_DE.UTF-8"
LC_MEASUREMENT="de_DE.UTF-8"
LC_IDENTIFICATION="de_DE.UTF-8"
LC_ALL=

But midnight-commander fails listing on an FTP-Server, login ok but no listing
into deep
