is there a way, without using voicemail, that when a call is transferred to a busy extension, that it is returned to the originating extension, rather than lost?

and one other thing... is there a phone that supports intercom, using the speakerfone for group announcements and how might that be configured ifso available

This was a comon feature on pre-voicemail PBXs.  Typically, after a blind transfer failed it would be transferred to the operator.  We have done some work on this for one of our customers and we may make it available in some future release as a "vintage" feature.

Most phones support this (SNOM, Aastra, Cisco, Grandstream, Polycom et al).  To broadcast to all phones use *40*.  If you are using the system operator extension it will just work.  If you are using some other extension it will ask for the KEYOPS password before proceeding. 

You can define a broadcast group in aliases by choosing PAGE from the alias type drop down.
