For the last three updates YUM update from server manager has not rebooted when I did the final reconfiguration.

From memory the updates were.

CUPS

LDAP

PHP

Is this correct behavior or does a bug need to be opened?

Report a bug please as this is non standard behavior, not sure if it is a (new) bug, but let the devs and other experts be the judge of that. If you have reported your bug please post a referral to the bug here for future referrence.
