running the webshare command from the wiki

wget http://mirror.contribs.org/smeserver/contribs/dmay/smeserver/7.x/perl-Apache-Htpasswd-1.5.9-1.1.el3.rf.noarch.rpm

gives ERROR 404: Not Found.

mmm
spoke to soon installed it as per the wiki, created a couple of users with passwords
but am getting

403 forbidden You don't have permission to access /webshare/files/ on this server
I am using https

when I winscp into the opt/webshare directory shows it empty is this correct?
