in your SME server setup are you using your ISP smtp server or have you go your own domain name with your MX records sent to your Ip Address
and that error you are getting are you not able to sent any email at all or just some
and that error you are getting is not from recieveing email but sending it
unless you have your own domain name with your MX records sent to your Ip Address
what version of SME are you using

why..

You'll have to ask whoever manages the mail server at 168.61.70.24. Only they will have any information about why their mail server accepted a connection from your server, but did not completely receive the message.

[One possibility you should consider (and research) is that they consider you a spam site and are "tarpitting" the connection from your server.]

can't receive mail

The log file you've shown only concerns sending of mail, and has nothing to do with receiving mail.

You'll have to ask whoever manages the mail server at 168.61.70.24.

That's a server operated by mail-abuse.com, but it's not one of their inbound mail servers.

-bash-3.00$ host 168.61.70.24
24.70.61.168.in-addr.arpa domain name pointer moex-1.sjc.mail-abuse.com.
-bash-3.00$ dnsmx mail-abuse.com.
10 mx01.mail-abuse.com
10 mx03.mail-abuse.com
10 mx05.mail-abuse.com
-bash-3.00$ host moex-1.sjc.mail-abuse.com.
moex-1.sjc.mail-abuse.com has address 168.61.70.24
-bash-3.00$

You should determine by scrutiny of your email logs just why you are trying to send a message there.
