Does it really not power up or does it not seem to resume it's network functions and such? If it does not power up I suspect you need to have a look at the bios.

Otherwise you might have a boot issue. Do you have a monitor connected? If so watch it during boot, if not get one attached and watch the output during boot. I suspect something like a kernel panic or a hard drive issue during boot.

I'm with Cactus.  It's very likely that you have a BIOS check that is failing, causing the pre-boot sequence to halt.  For example, some BIOS settings on certain hardware will halt the boot if a keyboard isn't attached to the system. 

Plug in a monitor to the machine and watch the system as it goes through a reconfigure/reboot.  If it is a BIOS check that is causing the system to halt, you can very likely disable the check in the BIOS settings.
