anyway, opening server-manager on the wan side is a bad idea..

you'd better use vpn or ssh tunnel to connect to your SME and open server-manager

I suspect that the static IP you have is the IP address given by your ISP to your router, not the IP address of your server, correct?

If this is the case, there are a few things to setup before you can reach server-manager remotely from another network, may it be using  https, VPN or ssh.

So that we can help you, tell us about your server: do you have one or two LAN cards?
And what is the IP address for each card?

I doubt that either is relevant to us. The issue is in the router, not SME. The router needs to be set up to do port forwarding (or needs to be set into bridge mode).

Hello Charlie.  I was just trying to assist a new user who appears to have little understanding of networking or how SME works. This is demonstrated by his attempt at accessing server-manager remotely using the http protocol... Answers to my questions would have told me a fair bit about his network, allowing guidance in the form: "you have to setup port forwarding between this IP and that IP address", or whatever.  Thanks for taking over.

i have two LAN cards

10.0.0.1 this is the local lan card
10.0.0.102 and this is the internet lan card

Hatsa, both of your problems (the other thread about URL not working) is because of the wrong SME configuration.
If you have WAN Router you only need single LAN card (unless you have advanced network setup, which I doubt) and configure you SME as a server-only.
If you have direct (bridge) access to Internet you WAN and LAN subnets have to be different or no routing will occur on SME.
Can you explain in more details you connection configuration and all the device that you have like modems, routers, switches, servers? Also would be helpful some info on the purpose of the server (web server, Internet connection sharing, file sharing, e-mail server etc...)
