The Service Pack exes are just CAB files with self-extracting code. They can be opened by archiving programs like WinZip or 7-Zip.
Last time I checked on MS's website, the "Service Packs" were actually just small (600kb) downloaders that downloaded the actually service pack to a temp folder somewhere.

I was referring to the "network installation" or "IT professional" Service Pack downloads, which are meant for redistribution.

EDIT: It appears the Win2000 one is down temporarily. Google (Google!) gives you a bad link. The install file should be on a mirror somewhere.

Can't you just run gpedit.msc from an XP client and edit the policies there ? If you want to get clever, I save the registry to a file, run the gpedit, then save another registry save and do a compare of the two to get the registry keys that get created/changed, then just incorporate them in a logon script to roll it out.

Standard users do not have permission to edit HKEY_LOCAL_MACHINE, where most settings live. They only have access to HKEY_CURRENT_USER. So this will not work in most cases.

Yeah, it installs on XP.  It gives a dire warning about not working on "this version of Windows", but it does.  If it doesn't install on Vista, then I'll try copying the .exe and .adm files over manually.

AFAIR, M$ changed all policy stuff in Vista..

I don't know if NTCONFIG.POL file will work on Vista machines, I know for sure that adm files are not present anymore; now they are admx and are xml files.

Another thing to remember.. Vista changed users' folder location..
