I want to create group policies or restricted users and disable access to USB and cdrom in all my clients runing windows XP Professional SP2.

You could disable it modifying the Windows Registry.
There are plenty of instructions on the web, specially after the conficker attack!

On a per workstation basis, run gpedit.msc when logged in as Administrator.
