is it possible that visitors of my webpage can make their own useraccount on the server?

I want this because i want to send a newsletter.


and if its possible how do i do this?

No, creating users needs to be done manually by an administrator. Perhaps you should have a look at a package like mailman that is more geared towards maintaining mailinglists/newsletters.
Be careful whose advice you buy, but be patient with those who supply it. Advice is a form of nostalgia, dispensing it is a way of fishing the past from the disposal, wiping it off, painting over the ugly parts and recycling it for more than its worth ~ Baz Luhrmann - Everybody's Free (To Wear Sunscreen)

Uuhm, isn't that a CMS? IMHO something very different to mailinglists and newsletters.

I already have joomla,
 but sending news letter trough joomla cost to much engine power.

and where do i find mailman????

Users can subscribe ie create new accounts for themselves (within Joomla not sme), and it has the ability to send newsletters/emails.
