I did just that for many many years and it works fine.

Your questions re accessing local webmail are probably related to how you have www resolution configured, but lets just deal with the initial matter first.

yup .. it's working .. but it's run under windows , i try to using mdaemon free edition ..

but .. i want to build mail server under linux .. coz mdaemon + windows server need a license ... i need to use an opensource like linux ..

so i wanna try to sme server 7.4 , i hope that i can use and configure it .. coz i'm really really newbie on linux, like a blind man .. on linux

I'm not referring to using a local mail server.
I'm saying you can continue to download mail using POP and simply change the location that your email client saves data to eg Outlook Express, Windows Mail, Thunderbird.
That way you can have as much data (ie email files) saved locally (on an ibay on the server) as you wish to have without limits or restrictions.

I do not see the need for this, when you say that you only want the server to function during certain hours of the day. You are adding a layer of complexity that does not gain anything.
Just keep using POP download, but change where the email client data is saved.

i already make fectmail installed ..
try to make one account .. and test it .. to send mail to my yahoo mail ..
and it's work .. i received at ym ..
n now .. i reply that email .. but not receiving at webmail sme server dunno why .. dunno if it needs sometime to receiving ..
but i got one email at account on sme server like this :
