Then there is obviously something wrong with your openssh installation and configuration. I can't really help you with that. Speak to your vendor

You can't meaningfully use the e-smith server/gateway without access to the e-smith manager. You should identify and fix the problem, or you will be really going down paths where no-one can help you.

Assuming that you used RPM to install your upgrade, you can
remove the 1.2.3 openssh RPMs, and re-install the openssh 1.2.2 ones. Or you can just do a forced "upgrade" to the 1.2.2 ones.
