Ok I have looked thru the forums and read thru a few Samba FAQs.  I am having problems with applying NT policies to specific users/groups.  It seems to apply the default machine policies but I need to restrict different things for different users/groups.  Any help is greatly appreciated.

Well after resetting the registry on the computer for manual update using the UNC to the ntconfig.pol and finding out that the group policies won't work but setting up policies by users do.  So if you have a small amount of users then it should be ok if you have a lot of users it might be a bit cumbersome.

What directory does the NTConfig.pol file need to be placed in, and what should it be called (i.e. which letters should be capitalized)?
