two identical servers with different amount of physical memory used

hello   :-)
I have two almost identical server hardware and software, but one uses almost all the amount of physical memory
(97%), and the second using only 30% of physical memory.
My question is which server is working correctly ?

both..

Linux uses RAM in a smarter way than windows..
you should not worry about RAM as long as your servers don't use too much swap

the swap file is 0 on both of the servers but still the physical memory is significantly different .

so you have nothing to worry about..
