routing issues with new OpenVPN Please help

Hi all,
Here what i have:
SME server site A on the west coast, IP 172.17.x.x
SME server site B on the East coast, IP 172.16.x.x
both of these server are providing site-to-site connections and it is work fine... Both are SME 8 server (server and Gateway)

1) site A also has another subnet 192.168.1.x with SME SEVER only for OpenVPN for remote users. that server IP is 192.168.1.99... Now the users on that VPN remotely can access both subnets.( users receive 192.168.200.1xx as remote IP
- site B has another 2 subnets 192.168.5.x and 192.168.2.x with SME Server for OpenVPN for remote users. IP of that server is 192.168.5.211.. users receive 192.168.201.1xx as remote subnet,,

the issue what i have any of the users in both offices localy can access any recourses on any site on both locations.... the remote users In SIte B while on the VPN and Have a remote IP address as connected they cannot access any of the recourses on any site.

Our idea, is having one SME server on each site as main getway and site to site connections... and another SME soley for OPENVPN client to provide the remote users access to local recourses... But still I cannot get the route to all those remote users to access any or the recourses.
