There is a "Security" panel in the e-smith-manager web form which will allow you to set telnet access to "Public" to allow access from the Internet. In order for this to be useful, you will also need to change the shell of each user you wish to allow remote telnet access, using the chsh command. We don't recommend enabling remote telnet access, as it reduces the security of your system.
Ftp read access from the Internet is allowed to any ibay for which access is set to "global".
You should not be modifying the configuration files such as /etc/proftp.conf directly. The e-smith server uses a template system for managing configuration files. If you need to make any customisations (and I'm not sure that you do) then you should be guided by the documentation at
