Is there an easy way to allow people to create a email account on my server throught a webpage?

Also is there a function to allow a user to change thier password for thier account via the internet?

Just an answer to your second question, but it is a start

To change the user password you have to enter https://your.domain.name/user-password

additionally you have to grant access to this page. This could be established editing your httpd.conf file and grant access to any on this string.

Remember that this could be a security issue
