I recently went from 30gb to 100gb, using the Norton Ghost 2002 that came with my copy of Norton System Works 2002. I installed Norton Ghost to my Win2K workstation, and used that to create the Ghost bootdisk. I put the 100gb drive as secondary master on my server, booted from the boot disk, and told Ghost to copy the entire disk. I did NOT accept the values Ghost suggested for partition sizes; I adjusted /boot & swap back to their sizes on the 30 gb drive, but allowed / to grow to fill the rest of the 100 gb drive. Ghost went to work, finished w/no errors. I disconnected both drives, reconnected the 100 gb as primary master, booted. It booted perfectly and has run perfectly for >1 month now.
