I wouldn't recommend setting up a new server, especially if you are a newbie. You users can access the news server of your ISP.
If you do wish to have a local news server, I would recommend that you get expert help to set it up. You should use the documentation at
http://www.e-smith.org/ to guide you in making custom changes to the e-smith server/gateway.
