Password on webfolders and I-bays

Problem is this:
I have my primary site which contains a folder which requires a password. I thought that I could make an I-bay with Write=admin, Read=group and then make a user who was in that group so I could use the users password to access the I-bay and then redirect to that I-bay.
But I just keep getting error "HTTP 403 Forbidden" I never get prompted for the username or password. Why is that?
Can I make this kind of password protection on an ordinary subfolder in the Primary website?

OK I found out that I can set the I-bay to require password outside local network and that works. But when I access the I-bay the index.html page doesn´t show it just says that it is an I-bay (or something like that)

How come???
