POP3 not working for user accounts

I just recently installed SME 5.5. I see that when I login to SME from a client computer as 'admin' I can receive e-mail (Outllok Express 6.0 SP1). However, when I login on a regular user account I can not receive e-mail. Outlook Express prompts me for a user name and password. It does not like the proper user name and password. This is using POP3. If I setup the e-mail client as IMAP, all works well. SMTP is working fine, I can send e-mail.

Why can I receive e-mail via IMAP but not POP3 in a regular user account?
