ntp access rights

How can I change the access rights to my SME-server (ntp-port?) so users can set there workstations-systemtime with the server (using loginscript: net use \SME_Server /set /y).
This works for "known-users", only "unknown-users" receive the following error: "System error 5 has occured, Access denied"

My PDC is an w2k-server and contains about 900 users. And I don't want to add all 900 users the the SME server manually.

1st Question: Can I place access right for everyone on the ntp-port
2nd Question: Can I join the w2k domain with the SME-server so I don't need a doubble registration f users and groups.

Why not use a small ntp client like ntp (http://www.eecis.udel.edu/~ntp) for example. It works like a charm here on W2k pro. I'm sure there are many other small programs who do the same out there.
