I have no experience with the update panel, so I can't help you with that.
I can, however, tell you this:
For the sake of simplicity, Mitel only keeps one set of updates per release. These update sets are cumulative. Whenever updated packages are released they are added to the update set and the new set replaces the previous set. Mitel's update instructions amount to:
1. Download the latest set of updates (all of them).
2. Install them over any updates you already have installed (this is what the --replacepkgs flag does).
3. Reconfigure and reboot (signal post-upgrade and reboot events).
It's not a very subtle way to apply updates, but it should work every time. If you follow these instructions, all your services, including ftp, should come up fine.
