However I empathize...I have been in the same situation myself

SSH is the best way, and Charlie Brady posted instructions for installing that on the development site. (It's VERY cool)

If i need the manager for a day or so, externally, I edit the REAL http.conf in the /ETC directory and restart the http server when I'm done.
Just look for the e-smith-manager alias and remove the restrictions there.
reset your config when you no longer need it externally though! This will overwrite your changes.
