No. Try using a filename of .php.

Have you enabled the webmail system in the e-smith-manager? If not, both PHP and mysql will be disabled.

Yep, it's probably the web mail things that's getting you. Once that is enabled any php file ought to work just fine, ie time.php, time.php3.
