how can users host a webpage from their home dir
like what folder do they put there htmls in etc and what will it be accessible under /~user ?

don't think it's setup like that in 5.1.2. I think you have to make an ibay for them. You can't share pages from the home dir's (Unless you do it in a custom template so apache sees those shares as webshares)
