Directory Listing, headers and footers

Would anyone be able to shed some light on this situation.

I want to have certain directories with files only. I want those directories to  be listed when a user browses the directory. In addition I would like to have a header show up on the page. I have a file on another web server called header in a directory when browsed it prints that text at the top of the page and then lists the directory contents.

I am sure this can be done but I am unclear as to what to do with the templates to make these changes.

Assuming you mean browse via web, Indexer may be what you want

I think you can edit the index.php page to change the screen appearance
