The backup link of the manager already supports backup to tape, and backup to a workstation using any browser.  Is this what you are looking for?

I've written a Module which I use to backup to a CD burner - it plugs into the server manager interface, and can run scheduled backups.

The module also lets you burn audio and data CD's from the server manager web page.

Obviously your user data needs to be small enough to fit onto a CD (when compressed) - which will depend on number of users, and how much / what type of data they have.
