Topic: IMAP New Mail Notification

The new interface for Webmail is great, my users like it a lot. One question...

By enabling the "Display pop-up notification of new mail?" feature, is the pop-up supposed to pop up over any application in use or only over the Web page displaying the emails that have arrived?

What we see is that if the browser page is minimised or is 'behind' another window, then the pop-up only 'appears' when the minimised or obscured window is restored or maximised.

Is this to be expected or should the pop-up appear regardless of the state of its 'parent' window?
