Samba access to /primary/html

I would like to save files via filesharing from a Windows machine directly into the /primary/html directory of my e-smith server. The windows application that I'm using cannot use FTP.

Can I create an ibay that is the /primary/html directory?
Can I create an ibay and a rule/automated function/mirror/link (unsure of proper terminology) that copies any files written to an ibay to the /primary/html directory?
Can I create a link in the primary/html directory that links to all the files in an ibay?
