Netscape mail does this too, as do most other modern mail clients. It's easy to set up Windows to play a specific audio file when new mail is received.
The incredibly useful CyberKit (ping, nslookup, NTP, traceroute, whois, etc. for Windows, all in one nice package) also has a mail checking feature (which as a Netscape user, I've never used), and there are many other mail notification tools out there: check out simtel.net/tucows.com/shareware.com/download.com to find them.Des
