How many revisions is this away from actually becoming a beta.  I know it is like the question of "how long is a piece of string?", but I am wondering how many more Alphas are needed or required prior to considering this product a semi-stable beta.

No, it's not the server manager, it's the local network http request or something. Accessing the server manager from console works fine, and trying to get any page (including "This website is under construction" default index) does not work, unless you request it at the external address (if present  :-) )

I did manage to telnet port 80 from local network, and get a '501' unknown method, as I don't know how to do a telnet http request.

Edit: Err, sorry, that was something really weird happening on my network... but unrelated to the alpha.
The noframes page works for me now (solved it after reconnecting everything)

I have added all my usual config and it seems to work fine. However, when adding virtual domains it was a bit odd. But this might be normal.

I want to use my domain bomengids.nl. So I added bomengids.nl as virtual domain directing to ibay bomengids.
However, when I want to connect to http://www.bomengids.nl it does not connect to the site, only http://bomengids.nl works. Is that normal?

Email is filtered on file magic ok. Only not all filemagic is there.

So far all works ok for me.

So then where can I find a list of outstanding issues, that stop this from moving from an Alpha.  Or do I need to look at the bug reports and if so, where would I find them.

If you are tempted to use the alpha for production use (?), and don't think that any bugs you see are important or significant to you, also keep in mind that the developers are still adding (and removing) functionality. The specification is not yet final and more changes would probably be likely.
The next change they make may also break something in that alpha release, which then gets fixed in the next release and so on until there is nothing else to do (at least this time around until the next upgrade or major release).

At a wild guess, it may be some months away yet before a good beta or a hint of a final release is likely to be seen.

SME 7 Alpha 18 Changelog and RPM List have been updated in the wiki.

As usual these are available from the Development and Upcoming Releases  pages.

Release Summary: "Various bug fixes, plus update to CentOS 3.5 as base"

Please check the SourceForge Bug Tracker for workarounds for various issues with this Alpha.
